ABOUT APPLICATION FOR ISSN REQUEST FOR JOURNAL “LAW MIRROR”
Our Institute will be publishing a yearly legal journal named “LAW MIRROR” In order to bring legal observations and happenings in the knowledge of general public. It will also serve the purpose of keeping all legal scholars updated about the legal issues and changes happened in recent past.
For this purpose, the institute has applied for ISSN registration number at National centre for ISSN, India (ISSN National Centre - India, National Science Library, CSIR-NIScPR). Also, institute constituted an editorial board consisting of various experienced members having knowledge of law.
Our first edition will be published this year (2024-25) with the theme of National Seminar on New Criminal Laws of India, 2023 which will be conducted at our Institute on 20th and 21st July, 2024

Ministry of Home Affairs, Government of India, vide Notifications dated February 23,
2024, notified on July 1, 2024 as the date on which the provisions of new criminal laws
viz. Bharatiya Nyaya Sanhita, 2023, Bharatiya Nagarik Suraksha Sanhita, 2023 and
Bharatiya Sakshya Adhiniyam, 2023 shall come into force.
Bharatiya Nyaya Sanhita, 2023 repeals the colonial era law that remained India’s
principal substantive criminal legislation for more than one and a half centuries- the
Indian Penal Code, 1860. Bharatiya Nagarik Suraksha Sanhita, 2023 repeals nearly five
decades old procedural law holding the criminal justice system- the Code of Criminal
Procedure, 1973. Bharatiya Sakshya Adhiniyam, 2023 repeals the law on evidence
almost as old as the Indian Penal Code- the Indian Evidence Act, 1872.
These new laws bring in a variety of reforms in the criminal justice system of India, for
example: ‘Terrorist Act’ being defined as a separate offence and ‘mob lynching’ been
made a separate offence, the concept of ‘rajdroh’ being replaced by ‘deshdroh’, forensic
evidence collection being made compulsory during investigation for strengthening
prosecution, allowing proceedings to be conducted in electronic mode, ‘community
service’ as a punishment for minor offences, etc.
With the effective date of these new laws being notified and considering the need for
the entire legal fraternity (especially, the students working as law interns, advocates,
law professors, legal officers, police and judicial officers) to know these new laws in
depth so that their proper implementation can be ensured, this Symposium brings
together domain experts and professionals in this area from across the country to
discuss and share knowledge on these soon-to-be implemented legislations. The
National Seminar also provides a unique opportunity to present research papers on
various aspects touching upon these three important criminal laws.
The National Seminar provides a platform for:
- Sharing of a plethora of perspectives and ideas on the new criminal law reform
legislations;
- Coming together of judicial officers, field experts, advocates, people from the
academia, police officers, other law enforcement officials, NGO workers working in
the field of victim justice and students who want to critically examine and understand
the nuances of these newly-introduced legislations;
- Promoting research in the field; and
- Analysing the preparedness at every level of the criminal justice machinery for the
effective implementation of the new laws.
